As Dcode’s acceleration program gained momentum and government leaders got involved to meet the emerging tech companies, federal agencies began asking Dcode to show their teams how to better bring in new solutions. Now, Dcode offers a full suite of training courses and other solutions for government leaders. In 2020, Dcode announced Dcode Capital, an invitation-only network of angel investors, VCs, and technology and government legends who invest in tech companies that can move our country forward.
Federal Computer Week recognized Meagan as one of the Federal 100 winners, and Fedscoop named her one of 2018’s Top Women in Tech for her influential work with Dcode. Prior to Dcode, Meagan worked as Chief Operating Officer of a government-focused mobile and cloud company, growing it 200% in its first two years.
Meagan was also previously Chief Strategy Officer at a government-facing IT consultancy and established it as one of the fastest-growing small businesses on Washington Technology’s Fast 50 for three years in a row. Meagan has worked closely in several roles with senior leadership across Department of Defense and civilian agencies, using her expertise in federal IT acquisitions to execute a billion-dollar IT program. Evidence of her commitment to advancing women in leadership, Meagan serves as a mentor for Springboard Enterprises to accelerate the growth of entrepreneurial, women-led companies through access to resources and a global community of experts.

Principal and Chief Research Officer, Catalyst Research
Prior to my consulting career, I was Microsoft’s first Director of Innovative Engagement, where I spearheaded novel “high risk-high reward” content and experiential marketing campaigns designed to influence key customers and elites in the public and civic sectors. This work involved a combination of external scanning, research and insights, novel partnerships, and creative marketing that “saw around corners” and pushed Microsoft’s boundaries with new concepts, programs, and platforms. My thinking has frequently been ahead of the curve: For example, I wrote op-eds about climate change as a national security issue in 2007, published information about pandemic readiness in 2008, studied social media for government use in a 2009 report, and launched an early corporate branded content platform in 2011.
In addition to winning numerous competitive academic awards, my public thought leadership includes having taught or lectured courses at a number of top-tier universities, writing that has appeared in prestigious outlets, and lectures given at Caltech, Berkeley, Stanford, RAND, and West Point, among many other forums. My work has received coverage from media outlets including CNN, BBC, Fast Company, NPR, TechCrunch, PC World, Vanity Fair and Wired.
